There’s two reasons for the controversy.
1) They’re worried that having Mary disguise herself as a boy will give her flashbacks to her criminal days when she had to disguise herself as a boy. Not because they’re afraid she’ll go rogue but because of PTSD or something.
2) They typically do their spying in other venues, and The Agency does not have experience with building sites, construction and most male professions. So there’s a risk of making fools of themselves and damaging their reputation versus the possibility of expanding their opportunities.
