People here know how to exit a highway; they know how to merge in from an onramp; they know that if you&#8217;re driving too slow, you get over on the right.  They know that if traffic is going faster than the speed limit, it&#8217;s better to keep up with it than putt along and cause someone behind you to try something rash.<\/p>\n<p>It&#8217;s interesting to me that the safer feeling isn&#8217;t necessarily just a feeling after all:<\/p>\n<blockquote><p>From the <a href=\"http:\/\/www.boston.com\/news\/globe\/editorial_opinion\/oped\/articles\/2006\/01\/17\/reining_in_seat_belt_enforcement\/\">Boston Globe<\/a>:<br \/>\nThat would be a stronger argument if our highway fatality rate were higher than the national average.
